Shenandoah County Release Paths
Adults held for Shenandoah County are generally booked at RSW Regional Jail. RSW is in Front Royal and serves three counties through a regional authority. The Shenandoah County Sheriff does not run a separate adult jail roster. That division matters because the arresting office, court, jail, and later custodian may each hold a different part of the record.
A release ends one agency's custody. It does not always mean the person went home. Someone may leave RSW after bond, time served, dismissal, or another court order. Another person may enter home electronic monitoring, transfer to the Virginia Department of Corrections, or move to another jurisdiction on a detainer. A detainer is a request or hold from another authority. The RSW release transaction and its destination field are therefore stronger proof than absence from the roster.
Shenandoah County Release Types
The wording on a Shenandoah County release record determines which source should be checked next. Bond permits departure once the stated terms and other holds are satisfied, while time served means the required active jail term has been counted as complete. Death must never be inferred from a roster change. It requires an official source and careful treatment. Likewise, a transfer is not release to the community even when RSW accurately records that its own custody ended.
Shenandoah County Release Record Fields
A useful RSW request seeks an existing booking-and-release transaction for one identified adult. The record may contain identity data, a booking number, booking and release times, the authority for release, a case reference, and the next destination. Disclosure rules can limit some fields. Requesting both disposition and destination prevents a transfer from being mistaken for community release.

For a Virginia prison release, the documents differ. VADOC describes a notification-of-release letter and an Order of Release, Conditions of Probation, or Conditions of Parole, when applicable. A discharge ends the sentence or supervision described by the agency. A projected date is only a calculation and must not be reported as a completed event.

- Identify the person by full name, date of birth if known, and booking number or a narrow arrest date range.
- Request the existing intake record, release date and time, release type or authority, destination, and nonexempt booking photograph if needed to confirm identity.
- Ask for an electronic copy when available, all segregable nonexempt parts, and the legal basis for any withholding.
- Mail, fax, or present the request through RSW's published channels. Call first to arrange an in-person inspection.
- Compare the response with the correct Shenandoah court record and follow any named receiving agency.
Virginia Code § 2.2-3704 requires reasonable specificity and generally calls for a response within five working days. If response within that time is not practical, the public body may invoke seven more working days in writing. Charges may reflect actual cost, and the agency need not create a new report. Statutory Virginia FOIA rights apply to Virginia citizens and representatives of Virginia media, though an agency may respond more broadly.

Shenandoah County Release Record Law

Why Shenandoah Releases Show Front Royal
RSW Regional Jail opened in July 2014 as a three-county authority facility. It serves Shenandoah, Rappahannock, and Warren Counties from its Warren County location. The official facility history describes an original capacity of 375 and a dedicated intake-and-release area. A Shenandoah arrest paired with a Front Royal jail address is therefore not an error.
The regional structure also explains why an old Woodstock jail address is the wrong adult custody lead. The Shenandoah Sheriff handles law-enforcement functions and sheriff-created records, but RSW maintains regional-jail booking and release records. No adult state prison, federal prison, or ICE detention center was identified within Shenandoah County.
Note: The Front Royal address and a Shenandoah court case can both be correct because RSW serves three counties.
When Shenandoah County Releases Occur
RSW publishes no current release-time schedule. Authority minutes from May 28, 2015 state that a person leaving custody was offered restroom access and a telephone call to arrange a ride, then told not to approach nearby homes or businesses. That dated policy is useful history, not a present promise. Call Booking at 540-622-8620 or 540-622-8683 for the current exit point, pickup rules, property return, and timing.
Court order time, jail processing time, VINE alert time, and database update time may differ. Accurate reporting names the event, such as “court ordered release” or “RSW recorded release,” instead of treating all timestamps as one.
Rides After Shenandoah County Release
RSW is on Routes 340/522, about three miles north of Interstate 66. Authority transportation minutes describe people walking, using cabs, and a past discussion about extending a Front Royal trolley route. The 2016 record noted that some work-release participants then paid $10 per day for cabs or walked. No current transit stop was confirmed in the reviewed official material.
Families should arrange pickup with current instructions from RSW rather than rely on that history. Confirm where a driver may wait, which exit is used, and whether the recorded event is a community release. A person transferred to another custodian will not depart through the same community pickup path.
Note: Historical trolley talks do not prove that public transit now stops at RSW, so confirm transportation before release.
Shenandoah County Bond Release
A court's bond order authorizes release only after its terms are met and other holds clear. It does not prove that payment, approval, or RSW processing finished. Confirm the physical departure and time with RSW. Then read the court docket for the bond terms and pending case. A case remains open unless the court record separately shows a final disposition.

Mail After Shenandoah County Release
RSW offers an unusual post-release route for a former inmate's own scanned mail. Its mail policy says the former inmate may email inmate.mail@rswregionaljail.com with the facility name, full name, inmate ID, and email address. After identity is verified, RSW sends a download link. This process concerns the person's own mail, not a public release record or access to another person's correspondence.
Property, identity documents, medication, and mail follow different procedures. Booking should confirm current property-return steps before pickup. A records request to RSW Records remains the correct path for the booking-and-release transaction.
Find Shenandoah County Released Inmates
A reliable search follows the custodian. Begin with the official RSW roster only to test present regional-jail custody. A current match is a custody clue at the time of update. No match may reflect release, transfer, delay, spelling variation, sealing, or the wrong agency. Use a date of birth, booking number, case number, or VADOC ID when lawfully available, because a name alone can join the wrong person to a record.
- Search the official RSW roster with the exact name. Treat it only as a current-custody source.
- Call RSW Booking or Records. Ask whether the person remains housed and whether the release or transfer date and destination can be disclosed.
- Search the correct Shenandoah court by name and case. Read bond, disposition, sentencing, appeal, and later revocation entries.
- Check Jail VINE for a reported local custody change. Confirm its event with RSW before stating the release type.
- If the person became state-responsible, use VADOC. Follow a documented federal or immigration transfer through BOP, USMS, or ICE.
- Request the existing release transaction when the exact date, time, reason, or destination must be documented.
Why did a person vanish from the RSW roster? The live roster is not a release archive. Departure may mean community release, transfer, a data change, sealing, or a mismatch, so obtain the RSW transaction.
VADOC Shenandoah Release Lookup
The VADOC Inmate and Supervisee Locator covers state institutions, VADOC-supervised probationers and parolees, certain people under VADOC authority in local jails, and other listed state programs. It is not the first tool for a person who served only local RSW time. Search a known seven-digit VADOC ID, or use the first three letters of the first name with the full last name and optional filters. VADOC says its data updates daily and may be inaccurate or out of date.

Shenandoah Release Court Records
RSW removed charge information from its locator effective July 1, 2026, citing Virginia Code § 19.2-392.5, and now directs charge research to Virginia Court Case Information. General District Court covers adult misdemeanor and traffic cases plus preliminary felony stages. Circuit Court covers felony trials, indictments, and appeals. Virginia has no one universal statewide Circuit Court name search, so a locality-specific portal or clerk request may be needed.

Court entries explain what a judge ordered, but they do not prove when jail staff completed physical release. Online juvenile case information is unavailable, and juvenile custody is outside the adult lookup process.

Shenandoah County Recent Releases
No separate official RSW 24-hour or 72-hour release feed was found in the reasonable source sweep completed August 8, 2026. The linked JailTracker page is labeled “Roster” and concerns present custody. RSW publishes no release-window cadence or post-release retention promise. Older screenshots may also show charge fields no longer available after the July 2026 change.
For a date range, ask RSW Records for an existing release log or booking-and-release transactions bounded by exact dates. The authority does not have to create a custom report. A Friday-through-weekend request should state the calendar dates. The dedicated 24-Hour Releases explanation gives the one-day fallback without presenting the live roster as a release list.
Shenandoah Post-Release Supervision
VADOC Community Corrections supervises qualifying parolees, probationers, and other released people. District 11 at 100 Premier Place, Winchester, VA 22602 serves Shenandoah County and lists 540-722-3404, with additional offices in Front Royal and Woodstock. A court docket may establish probation, while a Virginia Parole Board record may show a parole decision. Neither alone proves where a person reports now.
An absconder is a person alleged to have stopped reporting or complying with supervision. That status is not a new conviction. Exact appointments and case details may be private, so use the public locator and ask District 11 only what it may lawfully confirm. The records must still distinguish supervision from a completed discharge.
Shenandoah Release Planning Resources
Northwestern Community Services Board has documented jail-services discharge planning for RSW. A person preparing to leave may ask RSW or NWCSB whether a referral applies, but the documented program does not guarantee eligibility or an outcome. RSW also describes Work Force and home electronic monitoring through its Community Custody unit.
Those RSW programs are custody arrangements, not completed discharge. Home electronic monitoring uses GPS and requires court authorization from every court with current or pending jurisdiction. The published program fee is $26 daily or $182 weekly, while RSW says Work Force has no fee and waives the usual room costs. Confirm current terms with Community Custody at 540-622-5032.
Shenandoah Release Alerts and Transfers
Virginia Jail VINE provides participating local-jail custody alerts. Search the specific person, compare the agency and identity data, and register on the correct record. A release alert reports a custody event, not a certified release sheet. If RSW transferred the person into state custody, a separate registration is needed in VADOC's NAAVI system because the local and state notification systems are not connected.
Federal and immigration records require separate tools. The BOP Inmate Locator can show a federal release date or a status such as not in BOP custody. That wording does not rule out custody elsewhere or federal supervision. USMS records are the fallback because there is no broad historical released-person locator. ICE's Online Detainee Locator tests current civil immigration custody and is not proof that a Virginia criminal sentence ended.
The Virginia State Police registry is limited to people with a statutory duty to register. It is not a general list of Shenandoah County released inmates, and absence has no meaning for people outside its coverage.

The main number is 540-622-6097. Community exits can follow bond, time served, or a court order. Other people enter community custody or transfer to VADOC, another jail, federal custody, or immigration custody.
No separate adult “Shenandoah County Jail” page is appropriate, and no in-county state or federal prison should be inferred. Juvenile custody records are protected and do not belong in the adult search path. For any RSW departure, the release transaction and named destination remain the most direct local proof.
